Rep. Pat Harrigan, R-N.C., is spearheading an effort to make English proficiency an enforceable prerequisite for commercial drivers in the wake of fatal crashes caused by illegal immigrants who skirted language requirements.

“If you can’t read ‘bridge out ahead’ or communicate with a state trooper at a crash scene, you have no business driving an 80,000-pound truck on American highways,” Harrigan said.

On Wednesday morning, Harrigan unveiled the SAFE Drivers Act alongside cosponsors Rep. Troy Nehls, R-Texas, and Rep. Bob Onder, Mo.

The bill would instruct states to administer English proficiency tests for applicants pursuing commercial driver’s licenses (CDLs) and grant the secretary of Transportation enhanced powers to oversee compliance.

‘ENGLISH ISN’T OPTIONAL’: SENATE GOP BILL TAKES AIM AT ILLEGAL IMMIGRANT TRUCKERS AFTER FLORIDA CRASH

If the secretary determines a state has failed to implement the standard, the bill grants them the ability to withhold funding for other aspects of its commercial driving program.

The bill also includes reporting requirements states must make annually to the Federal Motor Carrier Safety Administration detailing the number of prospective, successful and compliant applicants.

“The SAFE Drivers Act [requires] one uniform English test nationwide before any CDL is issued. No more guesswork, no more state-by-state loopholes, just one standard that keeps Americans safe,” Harrigan said.

The SAFE Drivers act comes on the heels of the Trump administration’s decision to withhold $40 million from California after Harjinder Singh, a 28-year-old illegal immigrant, struck and killed three people after making an illegal U-Turn in Florida in August. California, where Singh had attained the CDL, had refused to enforce English language requirements, according to U.S. Secretary of Transportation Sean Duffy.

In a separate instance, Jashanpreet Singh, 22, an illegal immigrant who crossed the southern border, allegedly crashed headlong into a traffic jam on Wednesday while intoxicated. He, too, received a CDL from California — after having been released from prison under the Biden administration.

Duffy said that existing requirements should have prevented the administration of a CDL in both cases.

“U.S. Department of Transportation took THOUSANDS of commercial drivers out of service for not speaking English. Now we are withholding $40 MILLION from California for their refusal to do the same. TIME’S UP,” Duffy wrote in a post to X.

Harrigan’s bill isn’t the only piece of legislation that seeks to give Duffy enhanced enforcement mechanisms. Sen. Cynthia Lummis, R-Wyo., introduced a bill earlier this month that would deem drivers “out of service” if they fail to meet driving requirements. Harrigan’s bill differs from Lummis’ bill by applying the language requirement before the CDL license is granted.

“We have federal rules that require English proficiency, but no standardized test to enforce them, so states like California hand out commercial licenses to drivers who can’t understand basic safety instructions,” Harrigan said.

Like other pieces of legislation, the SAFE Drivers Act likely won’t come to the floor for a vote until lawmakers resolve a 23-day shutdown and gridlock over how to fund the federal government. Consideration of a short-term spending bill failed for a 12th time in the Senate on Wednesday.

FIRST ON FOX: ICE Homeland Security Investigations (HSI) agents in Laredo, Texas, arrested a father and son accused of smuggling hundreds of firearms, including rifles, magazines and ammunition into Mexico after Customs and Border Protection (CBP) officers discovered hidden compartments in two trailers at the U.S.-Mexico border.

On Oct. 23, CBP officers working at the Laredo Bridge 2 Port of Entry stopped two southbound vehicles towing box trailers for inspection.

Agents said they noticed irregularities in the trailer walls.

A secondary inspection revealed false compartments packed with an arsenal: roughly 400 firearms of various calibers, high-capacity magazines, and thousands of rounds of ammunition.

HSI officials said the guns were headed into Mexico, where cartels fuel ongoing violence.

The drivers were identified as Emilio Ramirez-Cortez, a lawful permanent resident, and his son Edgar Ramirez-Diaz, a U.S. citizen. Both were arrested on charges of federal firearms smuggling and turned over to the U.S. Marshals Service pending an initial court appearance.

ICE said the investigation is ongoing and that additional charges or suspects may be identified later on.

U.S. Deputy Attorney General Todd Blanche issued a formal letter to top California officials Thursday, warning them against any attempts to arrest or impede federal law enforcement officers enforcing immigration laws.

The letter, addressed to Gov. Gavin Newsom; state Attorney General Rob Bonta; Rep. Nancy Pelosi, D-Calif.; and San Francisco District Attorney Brooke Jenkins, stressed that federal agents and officers are carrying out lawful duties, and any interference by state or local officials is both “illegal and futile.”

The letter was sent after Pelosi, the former House Speaker, and Rep. Kevin Mullin, D-Calif., issued a statement Wednesday threatening to arrest federal agents if they break California law.

If convicted, the Democrats noted, President Donald Trump cannot pardon agents.

Blanche shared his response in an X post, writing, “We just sent them a letter: Stand down or face prosecution. No one threatens our agents. No one will stop us from Making America Safe Again.”

Blanche directed California leaders to “preserve all written and electronic communications and records related to any attempts or efforts to impede or obstruct federal law enforcement officials,” forewarning that the Department of Justice will investigate and prosecute any official who violates federal statutes.

A Hollywood piano teacher convicted of sexually abusing a 15-year-old California client allegedly fled the country rather than face justice earlier this month, according to a new report.

The 69-year-old maestro John Kaleel allegedly skipped town on Oct. 8, shortly after jurors returned their verdict, according to the Los Angeles Times.

He may have left earlier, with his lawyer telling the paper she hasn’t heard from him since the day before.

Fox News Digital has reached out to Kaleel’s defense attorney, Kate Hardie, for comment.

The male victim in the case told police that Kaleel asked to measure his genitalia when he was 15, Los Angeles prosecutors told the court, according to the paper. Then he said that Kaleel asked him to get naked on a FaceTime call two years later, telling him, that’s “what friends do.”

Prosecutors accused him of using marijuana with the teen and engaging in oral sex with him. He faced up to 10 years in prison when he allegedly fled the country.

The Los Angeles County Sheriff’s Department did not immediately respond to a request to comment before business hours Friday.

Kaleel’s website indicated that his client list includes the children whose parents worked on hit TV series, including “Mad Men,” “Samurai Jack” and “Orange is the New Black,” according to the report. Their testimonials on his website were not visible Friday.

Kaleel, who is originally from Australia, pleaded guilty to the charges but later retracted his plea and appealed after the conviction led to deportation proceedings, according to news.com.au, a major Australian news site.

An Instagram profile in Kaleel’s name states that he studied classical piano at the Sydney Conservatorium of Music in his home country and had been accepted to Juilliard, the elite performing arts school in New York City.

The case went to trial and led to his conviction, but he was free without bail during the latest legal proceeding.

Attorney General Pam Bondi put former Chicago Mayor Lori Lightfoot on notice Thursday night over her vow to “unmask” ICE agents.

During an interview on “Jesse Watters Primetime,” Bondi reacted to a clip of Lightfoot talking about how she wants to create a real-time portal to track “purported criminal actions of ICE and CBP agents” and “unmask” them.

“This is the first time I’ve seen the Lori Lightfoot video was just now on your show,” she told host Jesse Watters. “She will be getting a letter from us tomorrow to preserve anything she has done as well, to make sure that she’s not violating the law. It appears she is. You cannot disclose the identity of a federal agent — where they live, anything that could harm them.”

Lightfoot made the comments on FOX32 Chicago’s “Chicago Report.” She said she and other attorneys are creating a nonprofit called “The ICE Accountability Project.”

Lightfoot said it would be a “centralized archive of all the purported criminal actions of ICE and CBP agents” that would spit out real-time updates to the public.

“We start the process of unmasking the agents,” she said. She claimed she has a constitutional right to document what’s happening because they are on public property.

Bondi said it’s not just Lightfoot she’s looking into.

U.S. Coast Guard personnel opened fire Thursday night on a U-Haul truck after its driver ignored commands to stop at the entrance of a California base, the agency said.

Dramatic video shows the box truck with its headlights on reversing toward security personnel stationed around a vehicle outside Coast Guard Base Alameda at around 10 p.m.

Moments later, flashes of gunfire erupted as officers shouted orders from a barricade. The U-Haul driver then hit the gas and accelerated forward.

The Coast Guard said security personnel standing watch on Coast Guard Island had witnessed the U-Haul truck “driving erratically and attempting to back into the base.”

Officers at the entrance then “discharged several rounds of live fire” after the driver of the U-Haul ignored “multiple verbal commands” to stop and then proceeded to back in toward the base’s entrance, according to the Coast Guard.

“When the vehicle’s actions posed a direct threat to the safety of Coast Guard and security personnel, law enforcement officers discharged several rounds of live fire,” the agency said in a statement.

PROTESTS ERUPT AS ICE AGENTS RAID NYC CHINATOWN STREET VENDORS ALLEGEDLY SELLING COUNTERFEIT GOODS

The Coast Guard confirmed no personnel were injured during the incident.

The U-Haul had been parked outside the base for the better part of the day, CBS reported. The driver then fled after the shooting, the outlet reported.

Two men arrived at local hospitals for gunshot wounds after the shooting, both with injuries that were not life-threatening, according to the FBI San Francisco Field Office.

One of the injured men was identified as a subject of the investigation, FBI officials said. The subject was released from the hospital and is currently in custody.

The incident followed a protest outside the entrance on Thursday, during which demonstrators attempted to block U.S. Customs and Border Protection agents from entering the base, according to WABC-TV.

Dozens of California Highway Patrol officers wearing riot gear tried to disperse the crowd in order to allow civilian employees to leave. Two people were detained and taken away, the outlet reported.

President Donald Trump on Thursday announced that his planned “surge” of federal troops to San Francisco had been postponed after he spoke with friends of his in the area who said the city’s mayor, Daniel Lurie, was making progress in tackling crime. Trump said on Truth Social that he spoke to Lurie and agreed to call off the move for now.

The base was meant to have been a staging area for the troops, local reports said.

Coast Guard Island is a 67-acre human-made island formed in 1913 in the Oakland Estuary between Oakland and Alameda.

It is federally owned, does not allow visits from the public without an escort or specific government identification and has been home to the current base, Base Alameda, since 2012, according to a Coast Guard document from 2016 cited by The Associated Press.

The U.S. Coast Guard (USCG) announced the successful interdiction of 100,000 pounds of cocaine throughOperation Pacific Viper, a months-long international effort targeting transnational criminal organizations operating in the Eastern Pacific.

The operation is a surge in Coast Guard forces to the Eastern Pacific aimed at stopping cartels and transnational criminal organizations before their drugs and human smuggling operations reach U.S. shores, the Coast Guard said in an Oct. 14 release. According to the Department of Homeland Security (DHS), Operation Pacific Viper has averaged about 1,600 pounds of cocaine interdicted daily, resulting in 34 total interdictions since its launch.

“Operation Pacific Viper has proven to be a crucial weapon in the fight against foreign drug traffickers and cartels in Latin America and has sent a clear message that we will disrupt, dismantle and destroy their deadly business exploits wherever we find it,” said Homeland Security Secretary Kristi Noem. “In cutting off the flow of these deadly drugs, the Coast Guard is saving countless American lives and delivering on President Trump’s promise to Make America Safe Again and reestablish our maritime dominance.”

In August, Operation Pacific Viper yielded the Coast Guard’s largest-ever drug offload, when the USCGC Hamilton offloaded more than 76,000 pounds of illegal drugs, valued at $473 million, at Port Everglades—including approximately 61,740 pounds of cocaine and 14,400 pounds of marijuana.

‘A global logistics enterprise’

To better understand the scope of the cocaine trade and what such seizures mean for national security, Fox News Digital spoke with Spencer Coursen, a threat management specialist and former U.S. Army Ranger and special deputy marshal. Coursen explained that most cocaine bound for the U.S. originates along Colombia’s Pacific coast, with routes often passing through Ecuador, Peru or Venezuela before moving north via the Caribbean, Mexico or increasingly, the Pacific corridor.

As law enforcement efforts tightened along traditional routes, cartels shifted west, taking advantage of the vastness of the Pacific to evade detection.

“They’re not street gangs,” Coursen said. “They’re global logistics enterprises that rival Amazon, vertically integrated from jungle production to port distribution. They have infrastructure, surveillance, counter-surveillance and billions in cash and weapons to protect their routes.”

WAR DEPARTMENT LAUNCHES NEW COUNTER-NARCOTICS TASK FORCE UNDER TRUMP DIRECTIVE TO CRUSH CARTELS

Coursen said that while the operation’s success spotlights the Coast Guard’s vigilance, it also gives a glimpse into the sheer scale and sophistication of the narcotics trade.

“Every win is great,” Coursen said. “But every win is also an insight into just how much cocaine is being moved. The most recent estimates show 3,000 to 4,000 tons a year—about 6 million pounds. So even massive interdictions like this are only scratching the surface.”

Coursen warned that despite major seizures like Operation Pacific Viper, cartels’ vast resources allow them to absorb losses and continue operations.

“If nine out of 10 shipments are seized, they’re still making a profit,” he said. “Each one is insured by scale. To them, it’s a tariff—just the cost of doing business.”

He added that the U.S. remains the largest consumer of cocaine globally, accounting for an estimated 40% of worldwide demand.

Despite the success of Operation Pacific Viper, Coursen said interdiction alone will not solve the problem.

“It’s an enormous challenge,” he said. “But every interdiction is a win for national security, and for the men and women who put themselves in harm’s way to make it happen.”

Homeland Security Secretary Kristi Noem announced a number of arrests made Friday by Immigration and Customs Enforcement (ICE) in the Twin Cities area of Minnesota, including repeat child sex abusers, murderers, drunk drivers and violent assailants.

One of the criminal illegal immigrants, Aldrin Guerrero-Munoz, has been incarcerated on the taxpayer’s dime since 2004 with a 32-year prison sentence for the intentional murderofhis 3-month-old son.

While incarcerated, Guerrero-Munoz was convicted of assaulting a fellow inmateat Stillwater Prison, according to the Department of Homeland Security (DHS). ICE lodged a detainer and received custody of him Monday.

“Sanctuary politicians like [Minneapolis] Mayor Jacob Fray, who are refusing to work with ICE, are allowing criminals like Aldrin Guerrero-Munoz to live in our communities, unchecked,” Noem wrote in a statement. “Under the leadership of President [Donald] Trump, ICE is no longer allowing the guise of moral superiority and political correctness to supersede the safety and security of Americans.”

Noem said 70% of ICE arrests are of illegal immigrants convicted or charged with a crime in the U.S.

“This statistic doesn’t even include foreign fugitives, illegal aliens convicted of crimes in other countries, gang members and suspected terrorists,” she added.

An illegal alien truck driver accused of causing a crash in Florida that killed three people failed his commercial driver’s license (CDL) test 10 times in two months before finally receiving a license in 2023 in Washington state, Fox News learned from a senior official with the Florida Attorney General’s Office.

Harjinder Singh allegedly crossed the southern border illegally in 2018 and is accused of causing an August crash in Fort Pierce, Florida, that killed three people.

Investigators with the Florida AG’s office learned Singh failed his CDL knowledge exam in Washington state 10 times between March 10, 2023, and May 5, 2023. They also learned he failed his air brakes knowledge exam twice.

The Washington company that trained Singh for his CDL attested that he could speak English, even though he struggled to speak it proficiently, the senior official said. Still, Washington issued Singh his first CDL, and California later granted him another.

Bodycam footage released in August shows Singh struggling with limited English after being pulled over for speeding in New Mexico a month earlier, a detail that has become a major focal point in the case.

The footage shows Singh being stopped by a New Mexico State Police officer July 3 for allegedly driving 60 mph in a 45 mph zone.

Singh appeared apologetic as he received a ticket. He communicated clearly at first, but after signing paperwork and preparing to leave, the officer struggled to understand him.

Officials investigating the wreck in Florida said Singh failed English and road sign tests. He’s accused of jackknifing his 18-wheeler during an illegal U-turn, causing a van to smash into the side of the semi, leaving three people dead.

Last week, the Florida AG’s office sued California and Washington in a Supreme Court filing to prevent both states from issuing CDLs to illegal immigrants. The lawsuit accuses the states of failing to comply with federal safety and immigration status requirements.

Transportation Secretary Sean Duffy said Oct. 15 that many big rig drivers fail to meet English language requirement, a problem his department is now targeting.

“I put states on notice this summer: Enforce the Trump Administration’s English language requirements or the checks stop coming,” Duffy said. “California is the only state in the nation that refuses to ensure big rig drivers can read our road signs and communicate with law enforcement. This is a fundamental safety issue that impacts you and your family on America’s road.”

Sen. Jeff Merkley, D-Ore., railed against President Donald Trump in a marathon overnight speech starting on Tuesday evening and continuing into Wednesday morning.

“I’m holding the Senate floor to protest Trump’s grave threats to democracy. We cannot pretend this is normal,” Merkley wrote on Tuesday night on X.

By 6:00 a.m. on Wednesday morning, nearly 12 hours after the post, the senator was still continuing his speech. As of 10:00 a.m. on Wednesday, the senator was still refusing to stop, surpassing 15 and a half hours.

Merkley later added that he was protesting against the president “dragging us further into authoritarianism.”

5 TIMES DEMOCRATS BLASTED ICE WITH HARSH RHETORIC

The White House seemed to dismiss the Democrat’s claims against the president.

“Democrats will do anything except vote to open the government. A useless overnight floor speech that no one watched will do nothing to help the millions of Americans who are missing paychecks, losing out on important benefits, or being otherwise harmed by the Democrat’s decision to shut down the government over free health care for illegal aliens,” White House deputy press secretary Abigail Jackson told Fox News Digital.

Senate Minority Leader Chuck Schumer, D-N.Y., praised Merkley, thanking him “for standing up for the American people.” Several other Democrats joined in applauding the senator, including Sens. Andy Kim, D-N.J., Tina Smith, D-Minn., and Chris Van Hollen, D-Md.

On Wednesday morning, Democrats offered more than verbal support as they helped prolong the speech by asking questions, giving Merkley brief opportunities to pause. This is something they also did in April when Sen. Cory Booker, D-N.J., delivered a record-breaking speech that lasted for more than 25 hours.

REPUBLICANS READY TO SUPPORT TRUMP’S MOVE TO SKIRT CONGRESS IN DC CRIME CRACKDOWN

“Trump’s plan is to replace the government by and for the people with government by and for the powerful,” Merkley remarked during his speech.

Merkley also received some criticism from his colleagues on the other side of the aisle. Sen. John Barrasso, R-Wyo., slammed Merkley’s speech as a stunt.

“The Democrats are going to make Capitol Police and Capitol support staff — who they refuse to pay — work all night so they can give speeches patting themselves on the back for shutting down the government and hurting the American people. How ridiculous is that?”

Sen. John Cornyn, R-Texas, also weighed in and told reporters, calling the speech “performance art” and a “meaningless gesture.”

“He’s trying to put on a show for his base, back home, his political base. It means nothing in terms of the functioning of the Senate or trying to work out some of the problems that we have, or reopening the government,” Cornyn said.

Democrat senator slams Trump in overnight marathon speech Video

Over the course of the speech, Merkley hurled a wide array of accusations against Trump and his administration, as well as U.S. Immigration and Customs Enforcement (ICE). He also claimed that the government was trying to “fake a riot” outside an ICE facility in Portland, Ore., in order to expand its own power.

At one point, Merkley spoke specifically about a protester who was hit with pepper spray during an anti-ICE protest. The senator said that the woman was asked to get out of ICE agents’ way and complied but was still sprayed with the riot control substance.

Merkley has held similar marathon speeches before. In 2017, he spoke for 15 hours and 28 minutes against the nomination of now-Supreme Court Justice Neil Gorsuch. He touched on this in his overnight address, saying that Gorsuch’s nomination represented “the first time a U.S. Supreme Court vacancy has been stolen from one president and delivered to the next.”

In 2016, following the death of Justice Antonin Scalia, then-President Barack Obama appointed Merrick Garland, who would later serve as attorney general under President Joe Biden. However, Senate Republicans refused to hold hearings for Garland, leading to his nomination expiring in January 2017.

“The GOP had trampled on a basic Democratic norm, in effect, stealing a Supreme Court seat and gotten away with it,” Merkley said at around 7:00 a.m. on Wednesday, referring to Gorsuch.

As Merkley broke his 2017 record, the U.S. government was working on one of its own as it entered day 22 of the shutdown. The longest government shutdown in U.S. history lasted 35 and occurred during Trump’s first term, starting in December 2018 and ending in January 2019.
